PROJECT DESCRIPTION

NWFSC will work collaboratively with the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) toward the completion of a Physical Monitoring (PHAM) Plan for the CTUIR Fisheries habitat program. This Plan incorporates elements of the CTUIR Rivervision to help address the limiting factors in the 2008 CTUIR/BPA Accords agreement.

NWFSC (Tim Beechie) will work with CTUIR staff to produce a Physical Habitat Monitoring plan. To facilitate this work, we anticipate holding three workshops to discuss and assemble of the sections of the PHAM plan.

The Physical Habitat Monitoring Plan will include:
• The central tenets of the CTUIR Rivervision (2007)
• Citations from each of the Rivervision touchstones for varying space and time
• Graphics arraying the relevant stream habitat processes in time and space
• A guide to the habitat biologist directing them to appropriate methods for project monitoring
Specific skills required from NWFSC under this contract include a comprehensive understanding of scale-specific habitat functions and their influences on Pacific Salmon populations, and their importance for habitat restoration. NWFSC will provide guidance in identifying trade-offs among specific monitoring parameters and methods, as well as with the prioritization and selection of monitoring parameters and methods to support PHAM Plan.

In order to complete these deliverables, each participant in this effort will be required to participate in phone meetings and workshops.
